Reporting to the Director, the Policy Analyst – Housing and Homelessness, oversees the coordination of Nunavut Tunngavik Inc (NTI)’s interests in all areas pertaining to housing and homelessness, including but not limited to research, funding, planning, advocacy. Specifically, the position supports the implementation of The Angirratsaliulauqta – Nunavut Inuit Housing Action Plan (NIHAP).
Housing is a social determinant of health, and a critical factor for providing a high quality of life. The availability of adequate, suitable, and affordable housing for all Inuit is a key element in fulfilling Nunavut Tunngavik Inc.’s (NTI) mission for the social, cultural, and economic well-being of Nunavut Inuit.
Responsible for NTI’s Housing and Homelessness portfolio, the Policy Analyst – Housing and Homelessness position entails being intimately aware of the depth of the current housing crisis affecting Nunavut Inuit, initiatives taken by NTI and Inuit organizations towards addressing the crisis, and how these measures fit in the current discourses on housing and homelessness in Nunavut, Inuit Nunangat, Canada and Canada’s Arctic, and the broader circumpolar context.
• A key element of the position involves representing NTI in the following working groups and fora:
o NTI’s Infrastructure and Housing Advisory Committee (IHAC) and Infrastructure Technical Working Group (ITWG)
o Intergovernmental Working Groups at the Territorial and Federal levels, such as:
▪ The Inuit Crown Partnership Committee (ICPC) Housing Working Group.
▪ The Tripartite Table on Homelessness in Nunavut.
▪ Any other relevant forum related to housing or shelter initiatives.
• To sustain this work, the Policy Analyst – Housing and Homelessness must develop and maintain working relationships with relevant stakeholders, including but not limited to community, regional, territorial, Inuit, and national housing related organizations, Nunavut municipalities, the governments of Nunavut and Canada, to stay abreast of the major policy issues and trends related to housing and homelessness.
Typically, the above knowledge, skills and abilities, would be attained through the following:
• a Bachelor of Arts or Science Degree along with five (5) years’ experience in policy analysis, project management, program evaluation, research or a related field in a municipal, provincial/territorial, or federal work setting, and one (1) year supervisory experience.
• An acceptable combination of education and experience may be considered.
Preference will be given to Inuit enrolled under the Nunavut Agreement.
Starting salary is $126,736.00 per annum (commensurate with experience) a comprehensive benefit package including an employee pension plan, group insurance and vacation travel assistance.
Housing allowance of $27,600.
