(October 27, 2010) – Iqaluit, Nunavut – The Government of Nunavut Minister of Languages Louis Tapardjuk announced yesterday that he would not be tabling the Inuit Language Protection Act (ILPA) and Official Languages Act (OLA) mandated implementation plan at this fall session of the Legislative Assembly.
In response, the Languages Commissioner for Nunavut, Alexina Kublu, stated: “The Minister of Languages is failing his duty to Nunavummiut. The Minister was legislatively bound to table the implementation plan by March 31st, 2010. He has not done so”.
OLA defines official languages in Nunavut. ILPA aims at protecting and revitalizing the Inuit language. Both acts legally binds the Minister to table an annual report at the end of each fiscal year (ILPA section 27, OLA 15(1)). This year, the report was to include an implementation plan (ILPA section 25, OLA 13(3)) outlining what measures the Government of Nunavut will take to safeguard language rights and protect and revitalize the Inuit language. All department heads are responsible for submitting their implementation plans (section ILPA 25(3), OLA 13(4)).
Qikiqtani Inuit Association President Okalik Eegeesiak stated: “Anymore delays, in effect, will shelve a much celebrated legislation. The Premier must answer to Inuit by directing that the departments work with the Minister of Languages, to ensure that the implementation plan truly has a GN-wide approach with measureable goals.”
“With the use of the Inuit language in the home declining by 10% between 1996-2006, the time to act is now,” said Nunavut Tunngavik Inc. Acting President James Eetoolook. “It is very worrying that the very Minister who had such a large part in passing OLA and ILPA only two short years ago is now failing to meet the provisions set out in the legislation he himself championed.”
The Languages Commissioner, the Acting President of NTI and the President of QIA expect the Government of Nunavut to immediately commit to tabling the Implementation Plan during the next sitting of the Legislative Assembly.

Nunavut Tunngavik Inc. Acting President James Eetoolook is pleased to release the Nunavut Suicide Prevention Strategy, and is thankful for the work of all strategy partners, which include NTI, Government of Nunavut, Embrace Life Council, and RCMP. The partnership was formed in the summer of 2008. All partners worked diligently to ensure the best possible strategy.
“Suicide is a very difficult topic to work on because we are all personally affected by it. Suicide prevention is not achieved in a simple and straightforward way,” said Eetoolok. “At the heart of the strategy is our belief that Inuit are not at a higher risk of suicide by virtue of our ethnicity. Therefore, elevated suicide rates are not our destiny and can be reversed. We know it will take time, and that no one action can lower our suicide rate immediately, but we are ready for the challenge.”
The strategy contains eight commitments, which, when deployed, will create a comprehensive set of interventions that will help people affected by suicide. Highlights include commitments to elevate the importance of suicide prevention, improve mental health services, better equip youth to cope with negative emotions, provide training to Nunavummiut to identify people at risk and link them with care, and improve early childhood development programs and services in Nunavut.
The partners committed to drafting a strategy implementation plan within 90 days of its release this week.

(October 26, 2010 – Rankin Inlet, Nunavut) The membership of the Nunavut Tunngavik Inc. Annual General Meeting today voted to remove Paul Kaludjak from the position of president of the organization.
Kaludjak was serving a suspension at the time of his dismissal for misuse of his corporate credit card. The NTI Board of Directors issued the suspension during their regular meeting in August.
The dismissal is effective immediately. A by-election will be held on December 13, 2010 to fill the reminder of Kaludjak’s term, which will expire in December, 2012.
First Vice-President James Eetoolook will continue to serve in the role of Acting President until further notice.

(August 30, 2010 Iqaluit) - Nunavut Tunngavik Inc. today announced that Lori Idlout and Ayaya Marketing and Communications will serve as Chief Returning Officer for the upcoming NTI Elections, scheduled for December 13, 2010. Beneficiaries will elect two vice-presidents.
Upon being named Chief Returning Officer, Ayaya announced several key dates related to the NTI election. The dates are as follows:
· November 1, 2010: Nomination papers are made available to candidates
· November 5, 2010: Nomination period closes.
· November 8, 2010: Deadline for candidates to withdraw
· December 6, 2010: Advance Poll
· December 13, 2010: Election Day
Inuit who are Canadian citizens, 16 years of age or older and eligible to enroll as Beneficiaries under the Nunavut Land Claims Agreement can run and vote in NTI Elections.
Notice is hereby given to the membership of Nunavut Tunngavik Inc. that the 2010 Annual General Meeting of Nunavut Tunngavik Inc. will be held Oct. 26-28, 2010. The Annual General Meeting will commence at 8:30 a.m. Oct. 26, 2010 in Rankin Inlet, Nunavut. Business to be transacted shall include presentation of the Auditor’s Report, presentation of the 2010 Nunavut Tunngavik Inc. Annual Report, and the 2011/12 fiscal year budget.
(October19, 2010 – Iqaluit, Nunavut) Nunavut Tunngavik Inc. Acting President James Eetoolook today called on the Government of Nunavut and Government of Canada to join NTI in creating resources on safe handling and storage of firearms for Inuit communities.
“The latest unfortunate violent incidents where firearms have been used are clear indicators that we need resources developed to address safe handling and storage of firearms.” said Eetoolook, “these unfortunate incidents are not matters of licensing and registration of firearms. The issue of safe handling and storage of firearms is a matter of public safety and NTI has always fully supported the safe handling and storage of firearms.”
In 2002 NTI challenged the Government of Canada on the licensing and registration requirements of the Firearms Act due to, in part, the lack of firearms training courses providers and Inuit language service to enable Inuit to obtain licenses and registrations, but have never challenged the safe handling and storage requirements in the act.
The handling and storage of firearms regulations under the Firearms Act apply to all firearms owners, including Inuit but few resources are available to inform owners of their obligations for safe handling and storage of firearms.
“There needs to be a means of communicating to Inuit in Inuktitut about their obligations for safe storage of their firearms. We need to provide options of safe storage. NTI looks forward to working with both the federal and territorial governments in ensuring our communities have these important resources.”
NTI is also calling for the Government of Canada to renew negotiations with NTI by taking advantage of the regulatory flexibility offered in the firearms regime in the form of aboriginal adaptations regulations to develop an “adapted for Nunavut firearms regime”.

IQALUIT, Nunavut (October 18, 2010) – The Honourable Eva Aariak, Premier of Nunavut, and James Eetoolook, Acting President, Nunavut Tunngavik Inc., today announced they have joined forces to combat poverty in Nunavut. They are inviting all Nunavummiut to get involved.
“To reduce poverty is a priority for this government,” said Premier Aariak. “Poverty affects us all, and it will take every one of us to meet this challenge. Together we’ll ensure Nunavut has a realistic plan to reduce poverty over the next two years, and to eliminate poverty in the long-term.”
James Eetoolook noted that NTI offered to work with the government on poverty reduction when the initiative was announced in March this year. “NTI’s immediate reaction was to offer to work with the government and other partners to prepare and implement a poverty reduction strategy for Nunavut,” he said.
The poverty reduction strategy will be completed by the end of 2011. It will be prepared in three stages: a community dialogue in every community; regional roundtables; and, a final poverty summit in Iqaluit. The result will be the preparation and implementation of a poverty reduction strategy for Nunavut.
The process will supported by a leadership team made up of representatives from government, Inuit organizations, non-profit organizations and the business community. Economic Development & Transportation Minister Peter Taptuna will represent the Government of Nunavut.
“This winter we want to hear from all Nunavummiut about poverty in our communities,” said Taptuna. “Our poverty reduction plan will succeed when we get the participation of everyone: citizens, non-profits, businesses, Inuit organizations and governments at all levels.”
Premier Aariak and A/President Eetoolook have written to each municipality to invite them to provide an opportunity to members of their community to express their views on poverty. Meetings will be held in every community over the next four months to ensure all voices will be heard.
“We want communities to play a leading role in this process,” said Minister Taptuna. “The government and NTI will provide the support to ensure a dialogue on poverty occurs in every Nunavut community. Everyone must be a participant in the preparation of this strategy.”

(October 14, 2010 — Iqaluit, Nunavut) Nunavut Tunngavik Inc. Acting-President James Eetoolook, Kitikmeot Inuit Association President Charlie Evalik, Kivalliq Inuit Association President Jose Kusugak and Qikitani Inuit Association President Okalik Eegeesiak will present the Closer to Inuit governance model, on October 15, 2010 1:30PM on CBC’s Tausunni.
In 2006 NTI and the Regional Inuit Associations initiated a review of their organizational structures to improve the efficiency and effectiveness of our organizations in meeting mandates in protecting, promoting, and enhancing the interest of Inuit.
Since the review began, steps have been taken to make improvements to the organizational structures. Closer to Inuit is yet another step to increase the effectiveness of our organizations in serving Inuit.
Many of the recommendations coming out of the first year focused on changes within NTI, as the place where all the organizations common interests come together.

(October 4, 2010 — Iqaluit, Nunavut) Nunavut Tunngavik Inc. Chief Returning Officer Lori Idlout announced today that NTI will hold elections for two vice-president positions December 13, 2010.
Both vice-president positions will serve on the NTI Board of Directors. After the election, the NTI Board will assign the successful candidates either the role of Chair of Nunavut Social Development Council or Chair of Inuit Wildlife Advisory Council.
When voters head to the polls, they will be asked to vote for two candidates whose names appear on the ballots.
Eligible candidates and voters must be Canadian citizens, at least 16 years of age, and enrolled under the Nunavut Land Claims Agreement.
Nomination forms for the two vice-president positions can be obtained from the Chief Returning Officer, Community Liaison Officers, or NTI’s website.
Candidates must file their nomination papers with the Chief Returning Officer no later than 5 p.m. local time on Nov. 5, 2010. Candidates are responsible for ensuring that nomination papers sent to the Chief Returning Officer are received. If nomination papers are not received by deadline, a potential candidate will not be permitted to run in the NTI Elections.
Candidates may withdraw their nomination papers until 5 p.m. local time on Nov. 8, 2010.
Voters can also head to advance polls Dec. 6, 2010, and can vote by proxy.
